2026 Council Inspection Report -
Inspection Comments/Advice - This report details the findings of an inspection conducted at the premises of Mulberry Cottage Cat Hotel for the purpose of assessing suitability for a new cat boarding licence. The inspection focused on evaluating the applicant and premises’ compliance with the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018. This report builds upon previous inspection records and evaluates any changes or updates since the last licence issuance/renewal.
Premises and Facilities - An inspection was carried out on 12th August 2025 to inspect and approve an extension to the existing cattery. The findings were that the additional units meet the required and higher standards. The units offer a comfortable place for the cats to stay when boarding. Beds, bedding, toys, scratch posts, water fountains and cat carriers were present in all units. There is plenty of hiding areas for the cats. The cattery is well maintained and was clean, fresh smelling and free from hazards at the time of the inspection. There is a separate kitchen area for food preparation and laundry. Resources such as litter trays and bowls were clean and suitable for the cats boarding. A compost area well away from the cattery allows for waste to be disposed of correctly. All cats boarding were being housed in appropriately sized units, and numbers did not exceed the allowance on the licence and are still compliant with regulations regarding size, and construction. The facility is heated using thermostatically controlled heaters, temperatures are checked and recorded regularly. CCTV is in place allowing for instant visibility to out cattery building. Fire and smoke alarms are linked to the licensees’ network. The office is situated only a few feet away from the cattery. The cattery has been fitted with air vents throughout and in summer months outer panel can be removed to let the air circulate which still leaves the cattery secure. The sleeping areas are fully insulated ensuring stable temperatures are maintained for the cat’s comfort and well-being. The operator lives on site and is continuously checking and overseeing the cattery, the cattery is located within a secure locked building and cannot be accessed directly from the road. There are firefighting provisions and good lighting in place. A fire policy is available and local fire brigade have been made aware of business. Annual checks are completed to ensure both detectors and extinguishers are still in working order. There is a secure storage area for storing food, bedding and other resources. All feed prep and laundry are done in the utility. Isolation facilities would be provided by the local veterinary practice.
Animal Welfare - The layout continues to provide a suitable space and choice for cats to spend their time, the shelving and other elevated areas encourage natural behaviour such as hiding, climbing, and observing their surroundings. Additionally, the cats have scratching posts and toys to encourage play, usually the owners bring their own, however it was advised by the operator that they do have some spares in the event customers do not bring their own scratching posts. There is a one-page The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 synopsis and observation chart for each cat located on the front of their unit, any abnormalities are noted in their daily diary. Cats appeared to be healthy, content and well cared for during the inspection. All records are kept in an electrical format and were easily accessible. Vaccination records are physically seen before boarding, this is logged on the registration form, customers are reminded when vaccinations are due. The cattery currently operates successfully with a single owner-operator, this is well-suited to its existing size and number of boarding cats. This ensures consistent and direct oversight and care for each cat.
Compliance with Regulations - This cattery boarding facility continues to demonstrate a strong commitment to feline welfare and enrichment, maintaining high standards of care for the animals under their supervision therefore a 5-star, 3- year licence is being issued.
